I use that holder and it works quite well. Tallulah doesn't chew on "fabric" textured things except for my clothes while I'm in them
but she does like to grab the edges of things like that and pull them around. She can't do that with the pad holder.
You might also try spraying the edges of the pads, where your dog is likely to grab them, with bitter apple. So far it has been pretty effective at discouraging T from chewing on "forbidden" things. I actually tried it on my clothes but I could actually taste the bitter "ick" from a couple of feet away.
