I agree with most of the previous postings, but wanted to add:
Did you put the flea treatment on him? If yes, What was it and the dose? It can be risky using flea tx when they are under 2lbs, and neuro symptoms could be a reaction.
If that's not it, AAI, Chiari, and GME/NME frequently present with Hydrocephalus, and this condition alone can cause pain, inability to focus, not wanting to be touched.
You said he was crying out while eating... leads me to think more AAI, as the junction of the head and neck is compromised, but could be more a result of excess fluid in the skull making it painful. Hydrocephalus and sometimes AAI, and Chiari can be determined a possibility by an Xray. If AAI, or suspect, it is critical to restrict his activity and maintain complete cage rest until a definitive diagnosis is made. Extreme care while handling only when absolutely necessary. Normally a Spinal Tap and MRI are done to differentiate between and/or rule out all.
May be best to seek out a Neurologist for further testing. Treatment needs to begin quickly, as these conditions are severe, but are being treated somewhat successfully. Only newer info on the internet will reflect that. There are drugs used to decrease the amount of excess Spinal fluid in the brain and to slow down the body's production of it, which will make him feel much better, once it gets under control.
No more vaccinations until GME/NME is ruled out, as these are immune-mediated diseases and would get worse.
