You should be able to easily feel his ribs, but not see them. If the vet says he is the right size, he may not be overweight, just a larger Yorkie. The Yorkie standard is 4-7 pounds, and show dogs are great representations of the breed standard, so show dogs are between 4 and 7 pounds...and I feel like your vet should know that show dogs fit within the standard and aren't "too skinny" but the proper weight for their size.
There are plenty of larger Yorkies out there larger than the standard - like Brit mentioned, her Jackson is 15 pounds but definitely healthy and the right weight for his larger frame.
