I use pee pads as well. Might as well because accidents can happen, in fact I don't see any correlation to it as being abusive - more so the opposite. My dogs spend time in and outdoors but prefer being indoors sometimes. They say yorkies are great apartment dogs, Mine are practically housebroken and get tons of exercise both in and outdoors
they are very intelligent
