But like I said, that's not always the case. Maybe these people don't understand the consequences of leaving such a small dog out like that.

When Lizzie got loose one time and went running around like a wild thing, I did too, until I got her. No way would I just leave one of my babies out to run loose. It never happened again because I made sure it didn't happen. She is either on a leash or secure in my fenced yard.
It only takes one careless mistake.....
