Hi, I'm new to this forum, but not in the other peoples defense or anything, have you taken into consideration that maybe these dogs aren't well trained and having this much room to run maybe they don't go home when called. I agree though, my smallest is five pounds, and she has done this to me, not far, but just refuses to listen, if she gets out she's off to the woods looking for bunnies or trying to find my cats outside. Sometimes though she will be a good girl and just wants to stretch her legs a little and comes right back.
But like I said, that's not always the case. Maybe these people don't understand the consequences of leaving such a small dog out like that.
