Welcome to YT im sorry for your loss.
First off at 9 weeks old your puppy is too young to get its second set of shots, it should have only been getting the first.
Second your puppy is no where near big enough for Frontline, my vet told me that the pup has to weigh at least 2kg before Frontline can be given.
