A couple of things you've mentioned worry me. Going in for 2nd set of shot at 9 weeks of age when it should have been his first innoculation. At 1.8 pounds innoculations should be given hesitantly, waiting until two pounds. I question your vet recommending Frontline at such a young age and low weight. Your vet should have recommended 1/2 dose.
Does he walk normally at anytime? If the spinning is constant, I suggest that you find another vet, a specialist and contact the breeder. I do hope that you had a guarantee.
