you think maybe he might just be missing his real family? Have you put out found yorkie ads? have you checked lost dogs ads? Rather than deeming a dog that you have had for a grand total of a week as neurotic, maybe you should focus more on finding his family. Just because he was thin and matted doesn't mean he was treated poorly at his last home, it means that he is a yorkie that ran the streets for maybe a week and someone finally caught him and took him in.
I recommend trying a little harder to find his family, he is probably missing them...and these ones can wander for miles and miles lost with no idea where they are. What steps have you taken so far to find his family? Just checking microchip numbers? That is no where near enough, it should be, but some people don't realize that their information isn't automatically put on the microchip when it is put in their dog. Please give it more than a week to find his family.
