Have you tried sitting on the floor near him very quietly and ignoring him? Giving him a chance to come to you without you making demands on him may help. Really, if he's not being destructive or hostile, and he lets you approach him, you might just do best by not demanding that he come to you on command right now.

You're right that they are dogs, not humans, and we don't know what's going on in their little minds. But I would bet that he is trying to figure out if you can be trusted again after the grooming episode.

Kudos to you for making sure he did not have medical issues and for being willing to rescue this little fella.
