There are 2 regular homeless people with dogs around my neighborhood whom I see almost everyday. I don't give them money, but I occasionally buy them food and pet food as well. I would help, if I had the opportunity...Having worked w/homeless people, in the past, you have to realize that, although some are homeless, because of circumstances beyond their control, most are mentally challenged, in some aspect, and, actually, prefer living homeless, even when opportunities are offered to them...Having said that, I would make every effort to educate the person on the needs of not only food, but water...And perhaps give them a portable water bowl to carry w/them, for their pup, and encourage them to fill it, whenever they have the opportunity...I would not give money, as it's usually used for drugs or alcohol...
