Let me start off by saying, I am not a vet. But I do remember my vet saying something to me about this when I asked about getting Ruby spayed. My question to the vet was: Should I wait for Ruby's first cycle before I get her spayed or can we do it before. My vet looked at Ruby's vulva and said, "She has a nice vulva and it's better to spay before their first cycle because then their chances of breast cancer are cut by 99%." she mentioned that if the vulva had not completely dropped it's best to wait for the first cycle. So since she complimented Ruby's vulva (lol) I didn't question further about the dropped vulva term she used.
But thinking back on it, I wonder if that's the case with your little one.
As far as waiting, I can't say, because I think we all have that mommy instinct and we know when to wait and when to run to the vet.
