Sounds like environmental allergies to me. He sounds a lot like my little guy (do a search on my screenname and you'll find all my posts about Alex and his severe allergies). I would get to a canine allergist immediately. He needs to get allergy tested and on allergy shots (assuming these are not food allergies). Also make sure to get him on a completely grain-free diet in the interim, as that might provide some relief.
