Breeders and vets in Canada cannot insert a microchip without a scanner present as the chip needs to be verified before implanting. Not certain about the USA but it's probably the same rule.

Our chips do not require an annual fee to maintain but the dog owner is responsible to advise the microchip company on a new address and other details such as a new telephone number.

Thank you for the details you provided for me. I believe I read the US requires micro chipping from breeders as of September 2010.
