Water should be available to them at ALL times.
I dont crate Poppy, she sleeps in her pen at the moment and I have water in there 24/7 for her and water downstairs for when shes not in her pen.
I put her food downstairs then move it to the pen when shes in there.
I will be crate training soon and will only have water available to her when she is in the crate.
