Hello and welcome to YT....He is such a little guy. Most Breeders will not allow there pups to leave until 12 to 16 weeks of age. Toy dogs need their moms a little longer than larger breeds. I wouldn't worry about his hair. I'm sure it will come in soon. Good Luck to you
