I get what you are saying. I'm not an expert but, just keep her on the leash and when outside stop her with the commands when around other people. It may take a few time before she gets it. I know when Pixie was that age she also was all over the place wenting to see everything and anyone. Just keep it in her routine and she'll it get. It did help taking her to puppy classes. But, that wasn't until she was about 6 months old. It will come. Just be patient and you'll be fine.
