mine does too! she's 9.5 months. When she sees people she goes nuts and wants to play or wants everyone to love her instantly...she thinks the world is fun and playful all the time. If you are outside just keep her on a leash...Lexi is starting to ignore people as they walk by outdoors and focus more.
