There are parti breeders who don't give a hoot about health or even the purity of the breed. And AKC and UKC shows are beauty contests. They set those rules. If they required only healthy specimens of the breed to be shown then a CHIC number would be required with each dog entered. We only follow the rules that are set for the competition that we wish to enter.
As for follow by example, again, why don't the parti breeders test their dogs. They seem to think that their dogs are healthier that normal colored dogs... where would they get that idea??
