The potty pad works and I trained him on both- The only problem is that they get used to going in the house- If I lived some place that didn't require going down 5 flights of stairs I would have just done outside. You have to remember wee wee pads are pretty expensive and sometimes they miss them.. You can do both if you need to. There is a scent on wee wee pads that attract a puppy and they are attracted to it- I almost think it's harder to train them to go outside. Luckily I have worked on getting Keoki to go outside more than inside now
