Thanks for the feedback everyone. I had been leaning towards evo because of the extremely small pieces (in comparison to TOTW), but with the P&G buyout, I may have to rethink that one. Both of mine loved the samples of TOTW- it's just that Scarlett would bite once and swallow the very large pieces whole. I'll check to see if those other brands are available locally.
As for food vs environmental- She seems to have more of a generalized itching vs a specific area. I'm not ruling out environmental, but thought that because food is the only thing completely under my control, I would try that route first. Do you think I'm going about this backwards? I would like to try avoiding medication at this point if possible.
