She could be doing it just because it's FUN and cool on her feet. My doxie used to do it, I resorted to having to pick the water up and only giving it to him at certain times a day until he out grew the behavior.
If you want to have water out at all times, you might want to see if a raised dish will minimize the behavior, since she won't be able to get her paws in to it quite so easily.
