Could be flea dirt, could be mites, could be bacterial infection, could be yeast infection....
As I suggested, a vet is where I would go with mine.
Sometimes dogs don't show ANY symptoms and can have nasty infections...by the time they show them, they are a real mess. You cannot rely on their behaviors to diagnose.
