Get one of the dog water bottles that attach to the wire crate and she will only be able to lick the water out when she needs it. The only solution I have with meal time for her and for your older dog is home cooking. Cook up some ground red meat and add cooked brown rice or wild rice & finely chopped, either snow peas, snap peas or green beans, and carrots. I even add bok-choy. I make up a very large batch of food and freeze in containers. Each container large enough to feed my five for five days.
You won't have any problems at all getting them to enjoy meal time I promise!
