It's a dominance thing... I think as soon as Bailey firmly feels he has established himself as the Alpha dog, he will calm down and accept your puppy a bit more. Give them time to acclimate to each other, and make sure you are showing Bailey lots of love. Try not to scold him too much for his rumbly indescretions, and I bet he will eventually accept the new baby as his best friend. Make sure, though, that you supervise them closely, and keep them confined away from each other when you can't supervise until they have found their comfort zone with each other.
