He needs both the rabies and DHP (on different days separated by at least two weeks). After this, the rabies will vary by state law. There are many schedules for DHP (almost all of them agree that a one year booster is needed). It can be given annually (although that is really an outdated and somewhat dangerous protocol). Some give it every three years after the one year booster (AAHA). Some stop altogether after one year (Dr. Dodds leans this way). Some titer test after the one year. And still others come up with their own schedule. Whatever is done, the vet will have to agree because they can refuse to hospitalize if it's not done their way.
