A reputable breeder would not breed smaller intentionally, and would look for a good home for the runt, or keep it themselves, not distinguish it under false pretenses and use the pup for monetary purposes. With this said, I'm not saying that every small Yorkie is sick and can not thrive. IMO, they would be at more of a risk for illnesses or accidents, and would require major attention. I relate animals to babies, and I think of a tiny Yorkie as a preemie.
