Around here (inside the city limits)... the maximum number of dogs (legally) is 4... if you have more and someone reports you ... the "extras" can be taken from you or you are asked to find new homes for them... Many people inside the city limits have more... but they either stay inside (nobody knows about them) or nobody reports them.
I live outside the city limits on 7 acres... so I can basically can have as many as I want to.
Also... you are not a kennel unless you are an establishment which breeds, trains or boards animals.
A kennel is also a building you may keep your various dogs in... but you are not "a Kennel" unless you do the above....
