Like I said, anyone can request a certain thread be made a sticky, and anyone can feel free to sort through all the advice given on this forum and find what they think are the best or most through threads on any given subject, and request that they be made stickies. You can also write you own. On the other hand, I can fully understand why some people don't want to make it "too easy," once something is made a sticky, some people might think that's all they need to know about that. For example, Here's a thread on reading material, if someone thinks it's a good thread, they can request it be made a sticky, or placed in the library.
