I just mean that everyone is different and there are many different mentalities as to how people feel about their pets. For me, if I ever had to re-home something I would do an intense screening process and be very picky about who my pet was going to. Aside from doing whatever I could to not re-home them to begin with. It just seems that these people don't care much, there's a ton of dogs there and they live out in the country. Which would explain why they are doing things this way.
