That is what I have beent told.
It is like if you would be a breeder and have more then 5 to 6 dogs, it is like you are running your own business and then you have to pay taxes on this and so on and so on. I had this happend to me when I was going to get a puppy and find out the she had a puppy mill and had to call the zoning ordinance in her town and they told me that she did not have the license to do this.
So I am just wanting to know what is the # that you can have. Did not know that it is different in each state.
