Potty training is so hard!! I understand you because bella was like that. She is till a puppy and she wants to have fun! First you should put her with toys and things to chew. Because that is why she uses her pee pads.
The best way tyo ge her potty train is to give her rewards when she does it in the pad. Learn her schedule and look at her signs. Also, after eatting take her ourside or close to the pee pads. Or more etrme make her have an eatting schedule in which you put the food down in the morning for like 20 min and even if she doent eat take it away. Then do it again when you get home a she will definetely eat!. It will take a few tries for her to understand that she will only have food available in the morning and when you get home. Dogs are so adjustable to everything so you have to put a little buit on effort. Once she eat at those times, she will go and always have the pee pads close to her. It is easier to know this way than if she has food available all the time. This in only my suggestion and its easier to know and correct your dog.
When you get home, try to get her tired, take her to walk and run in a park or play fetch. Something so she is more tired and wear down.
At nigh you should put her somewhere where she can't see you because when she sees you she will want to be with you! Giving her no response when she barks or cries will make her calm down and understand that night it time to sleep.
