I detest carpet, it's just a germ factory, ewww!!! If you are going to go with laminate, though, make sure it's a high quality one. If it's not, you'll have problems with it for sure!
Are your dogs pee-pad trained? If they are, then you may not be able to have any throw rugs, as they'll think that those are pee pads too
At least mine did! I only use small bath mats now that are cotton, so that they can be put into the washing machine. Every couple of days, one of my girls will invariably pee on one of my doormats
