I know, if I were breeding I don't know what I'd do. I've talked to my breeder about it, and she's completely torn, because she has a few really nice show dogs, at this point she's just bought them from Ontario and they're already done, via a vet. But the next batch of puppies she can't have done here. Our vet offered to train her how to do it, I'm not sure if she learned how to do it, or if she's just going to go in the show ring with a tail and hope for the best. The only thing she does herself at this point is micro-chip, and that's because her husband is a nurse and is trained in giving needles, and thus learned it properly.
In my area there aren't a lot of Yorkies, so it's super hard for a Yorkie to place in the small group. I think it's outrageuos that the CKC hasn't responded to this yet. It sets up the potential for a serious mistake by a back yard breeder (an unfortunately there are lots of them around here).
