In addition to calling 911, you should also call Animal Control and The Humane Society. Just jot down their numbers on the printout you are going to keep in your car, and carry a camera with you to take pictures and document everything. Even if the police don't make it in time, you can still file a complaint with them or Animal Control and they will have to follow up and possibly charge and fine the &*^%%$#.
