Ohio is also not on the list but i know that in my area if the animal is in distress and you call 911 they tell you to check the doors and if they are locked break the windows.
my 16 year old sister volunteers at the hospital on weekends and on her way home one night she sees a dog laying in the floor of a car in a puddle of his own vomit and panting wildly she called me and then conference called 911 they told her to holler for a person to come as a witness, and then smash in the front left window (they wear very particular about that) when she did she was able to get the door unlocked and the dog out (it was a bigger dog) and once he was in the cooler air he perked up then the humane society come and got the dog they went in and had a announcement made on the loudspeaker about it
i guess they had been out camping or hiking and there child was injured so they really had no choice but to leave him in the car but i still think it was wrong.
