In GA, animal control and the police department are one in the same. If you call animal control during off hours, the calls roll over to the police. Calling the police, first, here is the best option.
Wow, after reading this post, if I saw something like that and called the police, I wouldn't mention the window being open at all. That guy obviously doesn't care about his dog...the neglect, the smoking, the gas fumes!!!!!!
