In my district, teachers can paddle but there is a procedure to follow. You MUST have a witness that is also a teacher. It is to be done outside of the classroom. And you must fill out a discipline report.

Like I said earlier though, this is more and more discouraged each year. Our school even has a list of students whose parents have said their child is not to be touched by a teacher or any other faculty. They tell their kids this and I have had teachers tell me the kids will tell the teacher, "You can't do anything to me."
