Thats normal.
My pup does the same and its just because they are teething.
When she bites too hard I say "OUCH" and then I put her down and I dont pet/play with her for a few minutes.
Pups want your attention and they will work out that biting = no attention and soon give up.
I would recommend kong chew toys and you can also get some teething toys which you wet then put in the freezer to help ease the pain in their gums.
