MOst laws only require rabies aevery three years. Every year is over vaccination for sure. I would have a titer test done annually if the law in your area says every year and get a waiver due to the reaction and the fact that if the titer proves she still has plenty of immunity then there is no need for another vaccine.
Vaccines are not "routine" as some vets and some doctors will try to convince you. There are reactions, side effects and they are powerful agents which should not be given indiscriminately.
