I absolutely feel as though LuLu and I have bonded...even my DH comments on how she already knows who her "mommy" is.
She already loves to cuddle with me & if I'm laying down or sitting on the couch, she wants to be with me. I don't see how getting her at 14 weeks verses 6 or 8 weeks has hindered our bonding at all. And it's made for a much more pleasant transition time for all of us.
