I'm not sure about the confusing part on the two. I do the same. He has access to his pen, which has pee pads, when I have him out in the den/kitchen. But...I take him outside regularly to potty. He is just going to have to learn both. Most of the time we go outside. We have many days when the pads stay dry, but then there are those other days....
