I was told that it's to make the topline appear shorter and that it shouldn't be over the back.

I am VERY new to showing and still learning lots. I am working with my puppy in classes right now and I am NOT trying to push his tail over his back but trying to train him to keep it up in the standing position by gentley lifting his tail and then touchingit when it starts to go down. HOpe I'm doing this right.
