Have you tried to search for the picture attachment by going through the Start menu, Pictures and then right clicking on that particular pic then clicking on "send to" then "mail recipient" ?
That will attach the picture first before you start typing the email and avoids having to open Elements.
Also, check the settings in your email program. Depending on which one you use, you may have the option of telling it to use or not use adobe to attach the pictures.
