If this was my baby, I'd be putting my foot down on what I want and don't want for my baby. You're paying these people to keep your baby safe and if they are not doing it, I'd be looking elsewhere for daycare. ID on a collar to me is fine, but if they are walking her on the collar, that is a deal breaker. Some places I've heard just don't do certain things. One I went to visit doesn't feed the dogs (no food allowed to avoid fights, but they do give meds), no toys, no walking, and I didn't see any water bowls out for any of the dogs. It's just their policy. I think you should review their policy with them the next time you go.
