The neighborhood I lived in up in Raleigh had wonderful sidewalks connecting all the subdivisions, townhomes, all leading up to an upscale outdoor shopping center. People walked and jogged around the neighborhoods, pushed baby strollers, and walked their dogs.   
There was about a 3-4 foot strip of grass between the sidewalk and the street. It was used as the neighborhood toilet by irresponsible dog owners and it was disgusting. It smelled terrible in the warmer weather. I can't get over how inconsiderate of others some dog owners can be.   |  
 
  i guess i have never experienced or lived near a large amt. of irresponsible dog owner and can't recall visiting places with piles of dog poop left behind in a concentrated area.  
the park and the grassy area in the clubhouse of our community used to have a bit of dog poop left by irresponsible dog owners, so i stopped walking milu there, because it's gross. but they remedy that very quickly by installing doggie poles (not sure what they are called?) but basically a pole with poopy bag dispenser and a garbage can attached to it and a picture of a doggie or something on the sign.  
i dont' find that sign offensive at all, i find the set up very dog friendly and it 
solved the problem. any common area like that should have something like that installed. especially if a lot of people are leaving their dog's poop there. 
in my experience, people only leave dog poop in common areas like that, not in other people's front yard. i am sorry if this is a common occurrence in some neighborhood where dog owners consistently let their dog poop in others front yard without picking it up.
