Default Small precious Nella has bad teeth

Our little 4 lb - 5 yr old Penelope has bad teeth. Here's the facts:
~ just 2 months after a vet cleaning her teeth are just as bad as before
~ had 2 teeth removed and I just learned she has 2 more loose
~ eats an all natural salmon/sweet potato w/o wheat (allergy to wheat and chicken)
~ loves bully sticks and that's all she chews on
~ temperament - very nervous little girl. We adore her and she adores us when she's not afraid of us or snubbing us. Since I'm her mom and groom, clip nails (not too often).... she's almost always afraid of me. My daughter though, who is her 2nd mom and loves on her w/o the care responsibility, gets unconditional love. I've resorted to giving her a small holistic calming treat for her occasional snack (like after grooming) and it does calm her a bit.
All that to say, brushing her teeth is out of the question..... I tried it but she would have nothing to do with me afterward... for days.
~ can't give her normal dental chews because she throws up bile afterwards. She does that for most healthy dog chews.
I am looking for a means to control her tartar without terrorizing her. At her young age and with such bad teeth (from her dad's side) I'm really concerned for the long-term health of our little girl.
Suzie's Tartar Control? Proden Plaqueoff? other suggestions?
