I'd bag up all the little poos that he leaves behind and drop them off on his porch...but thats just me. I feel compelled to clean up after Rizzo even in my own yard, its disrespectful to leave little poos or even worse big poos in someone elses yard. So I have to say that your neighbor probably just got tired of having to clean up after other people. I'd probably put the same kind of sign up, I clean up after mine so I wouldn't want to have to clean up after someone elses.
