Did the water feel like it wasn't rinsing anything out of the coat? My sis's water north of DFW is soft. When I stayed with her, I hated the water for that reason, no matter how much I rinsed my hair and body, I could still feel soap or some kind of film.
I don't think it's easy to change the softness of water, probably would be best to prepare with another water source. Maybe you could shampoo with the hotel water, then rinse the conditioner out with bottled water, for a final rinse?
