Yes, the easement allows them the right to do utility repairs as that is usually where lines are run, but that is the only thing they control if it is technically on that owner's land. They are not granted "ownership" or control otherwise of that section of property. (No owner could be
legally forced to maintain city owned property.)
Either way, I would suspect the lady has had some issues with owners who don't pick up after their dogs in the past and maybe the OP was just on the receiving end of her anger today. I can't blame anyone for being a bit miffed if they find themselves constantly having to clean up after someone else's dog.
